Conditions for Participation in the Electronic Auction

• 1. Register on the Electronic Trading Platform portal: http://auctionetp.gov.kg
• 2. Complete the electronic application and attach all required documents.
• 3. Pay a bid security deposit in the amount of 10% of the starting price of the respective asset, in accordance with the code generated on the Electronic Trading Platform.
• List of Required Documents for Participation in the Electronic Auction
• For Individuals:
• 1. An electronic application for participation in the auction, generated in the participant’s personal account, indicating information on foreign citizenship or foreign participation in the share capital;
• 2. A valid identification document, or a power of attorney authorizing a representative to act on behalf of the individual and conclude transactions, duly certified in accordance with the legislation of the Kyrgyz Republic;
• 3. Payment of the bid security deposit (10% of the starting price) to the settlement account of the State Agency for State Property Management under the Cabinet of Ministers of the Kyrgyz Republic, in accordance with the code generated on the Electronic Trading Platform.
• For Legal Entities:
• 1. An electronic application for participation in the auction, generated in the participant’s personal account;
• 2. A power of attorney authorizing a representative to act on behalf of the legal entity and conclude transactions;
• 3. Certified copies of constituent documents in accordance with the legislation of the Kyrgyz Republic;
• 4. Digital certificate of state registration of the legal entity;
• 5. A decision of the authorized body of the legal entity approving the acquisition of the asset, along with documents confirming the authority of the representative (head of the entity);
• 6. Payment of the bid security deposit (10% of the starting price) to the settlement account of the State Agency for State Property Management under the Cabinet of Ministers of the Kyrgyz Republic, in accordance with the code generated on the Electronic Trading Platform.
• Foreign participants who win the auction will be granted land plots on the basis of fixed-term (temporary) use for up to 49 years, subject to the restrictions предусмотренных Article 8 of the Land Code of the Kyrgyz Republic.

• Additional Information
• If a participant is not recognized as the winner, or if the auction is declared invalid, the bid security deposit shall be refunded within 10 banking days from the date of announcement of the auction results.
• The auction shall be declared invalid in the following cases:
• 1) No applications were submitted;
• 2) No applicants were admitted to participate;
• 3) Only one applicant was admitted;
• 4) None of the admitted applicants participated in the auction;
• 5) Only one participant was registered for the auction.
• Determination of the Winner
• The winner of the electronic auction shall be the participant who offers the highest price for the asset
• The bid security deposit of the winner shall not be refunded and shall be counted toward the purchase price of the asset.
• In case the winner refuses to pay the purchase price of the land plot, the bid security deposit shall not be refunded.
